There is a tiny splinter group, of course, that believes that you can do these things. Among them are a few Texas oil millionaires, and an occasional politician or businessman from other areas. Unfortunately, when Republican President Eisenhower said this he had no idea of how far his own party would go in inciting hate and fear and dumbing down the electorate until many in his own party actually embraced those same actions.
